The Challenge

The National Forest for Wales is a Welsh Government flagship initiative to create a connected network of woodlands across the country. At an early and critical stage of its development, the Client needed to consult a wide and diverse range of stakeholders — communities, environmental organisations, local authorities, and sector experts — to shape a shared national vision. The engagement programme had to be fully bilingual, accessible to participants across Wales, and capable of generating substantive, structured feedback.

 

Our Approach

Working closely with the Welsh Government team, Cazbah developed and managed a series of six bilingual online sessions over three days, hosted on our own secure eventbocs platform. From the outset, our priority was to create a digital environment that felt as inclusive and participatory as an in-person event — with dedicated breakout rooms, live facilitation, and integrated chat functions enabling stakeholders to contribute feedback directly to the project team.

 

Cazbah managed the full programme from project planning through to post-event delivery. We worked with communication partners Working Word to implement a targeted Google and YouTube advertising campaign that drove close to 4,000 visits to the booking site; provided speaker rehearsals and technical briefings to ensure confident, high-quality presentations; and offered Welsh and English language support throughout. Every session was recorded and made available on-demand after the event, ensuring that stakeholders unable to attend live could still access the full programme and contribute to the consultation.

The Outcome

The engagement programme delivered the structured, inclusive consultation the Welsh Government needed at a pivotal moment for the initiative. The insight gathered across six sessions contributed directly to shaping the early development of the National Forest vision — ensuring that a wide range of voices, including rural communities and environmental specialists, were part of the conversation from the start.

  • 539 attendees registered across six bilingual sessions

  • Campaign reached over 199,000 people through community groups and social channels

  • Nearly 4,000 visits to the booking site driven by targeted digital advertising
